I have this menu and submenu items.
The background images for the top level menu work fine for hover, etc.
However, the hover background image for dropdown menu does not work. It does not change to the set background image when hover for dropdown menu item.
Everything works fine in firefox and chrome.
How to make it work in IE7/8.
Thank you for any suggestions.

Are you still looking for a resolution to this?
Not sure what to suggest as it works fine in my IE 8. It depends how crucial this menu rollover is to your IE 8 users really.
Moving forwards we will be introducing a client server API in the next few months which will make it much easier to simply re-use a CSS menu in Ebase and the menu can run server scripts, rather than having to use the menu control.

If you are using IE on an intranet then the IE7 bug will effect IE8 and 9.
IE runs all intranet sites in compatibility mode by default. If you turn this feature off you might find it works for you in the short term, you will need to do this for all the users that are using that form as well.

To add this in ebase do the following:
In Ebase Designer choose from the menu Form -> Form metadata
Add a new line with these contens:
- Name: content
Content: IE=edge,chrome=1
Http Equivalent: x-ua-compatible
