Dynamic list is disabled

I have a dynamic list that was created in Project A.

In Project B, I link to Project A

I set one of my table fields to a dropdown but when I go to select the dynamic list, this particular DL is grayed out and can't be selected.

I restarted the designer in case it was a fluke but its still grayed out. I've never seen this happen before.
