I have two Development servers at different sites which are showing the same problem.

The 'New' menu is greyed out on both Ebase Designer installations.

Both your licences are "Test" licences.

Test (and Production) licences do not allow for creation of new elements in Ebase. They only allow for importing forms.

To enable the creation of new elements, you will need to apply for a Development Licence.

Instructions for applying for a licence are included in the Ebase Licensing Procedures section of the Ebase help documentation and on the Customer Portal.
