I haven't seen this documented but is it normal for eBase to throw an error like this: ERROR Unexpected error occurred if you use event.stopExecution() in a before form event ?

I've used event.stopExecution() in a before page event many times without any issues.

No, it's not normal - the "ERROR Unexpected error occurred" message is never normal, and is frequently caused by a bug. Each time one of these occurs, there should be a stack trace in one of the logs.
